Hays is located in northeastern Hays County at 30°7′3″N 97°52′28″W / 30.11750°N 97.87444°W (30.117364, –97.874564), 14 miles (23 km) southwest of downtown Austin.
According to the United States Census Bureau, the city has a total area of 0.22 square miles (0.58 km), all of it land.
As of the census of 2000, there were 233 people, 88 households, and 73 families residing in the city. The population density was 1,346.1 people per square mile (529.2/km2).
